I think it's generally attributed to Asimov, with "That's funny" in place of "WTF?".

A similar quote, The most exciting phrase to hear in science, the one that heralds new discoveries, is not 'Eureka!', but 'That's funny ...', is attributed to Isaac Asimov.
If you find it, please give a followup post! That would make for a great writing prompt for my philosophy of science course!

I’m open to correction, but I thought that it was Isaac Asimov, and that his preferred response was “That’s funny!”
Well, this site attributes it, with slightly different wording, to Asimov, as does this one, so that's probably the original source.
